What sorts of enforceable international regulations or verification mechanisms would be feasible if algorithmic advances lead to sufficiently cheap and capable AGI that even a single personal computer would be sufficient for running recursive self-improvement? Are you suggesting the governments of the world confiscate every personal computer everywhere in the world?
