So, we are in agreement that there will not be 100% control of the bad actors within global society. If some subset of these bad actors, who ignore ethical frameworks, seek to enhance their power through illegally setting their AIs in pursuit of recursive-self-improvement to try to outpace the AI controlled by the world's governments, what do you think would be the likely result?
