Imagine you have a company to which the administration owes 100,000 euros in VAT, and you owe 40,000 euros to the Tax Agency and 9,000 euros to Social Security. In an efficient world, the public administration would allow you to continue operating, since it has more of your money than you owe them. Even more so if you are involved in a bankruptcy restructuring process in the courts. (source)
