If AI technology reaches the point of sophistication, as it is currently forecast to do, where an AI model running on a single personal computer would be sufficiently capable of allowing a single individual person to choose to unleash a deadly bioweapon using minimal funding and with only commonly available equipment, how could governments prevent all potential bad actors from doing this without surveillance?
