In theory, such targeted surveillance could be done to preemptively identify and prevent disaffected youth from engaging in suicidal attacks like school shootings. Yet, nevertheless, school shootings persist. If instead, the lives at risk from a single such failure of prevention were those of 95% of humanity, would not greater precautions be warranted?
