I strongly disagree that the increasing threat of potent bioweapons justifies increased government surveillance of biology labs. Such surveillance poses a grave threat to civil liberties and scientific freedom. Governments often use crisis situations to expand their power at the expense of individual rights. Effective oversight and transparent international cooperation are better solutions.
